Director, Treasury & Securitization

Position Description


Reporting to the Chief Financial Officer, the Director, Treasury is responsible for all aspects of CTC’s funding programs, asset and liability management processes as a control function, funds transfer pricing methodologies and treasury risk management frameworks. This includes responsibility for CTC’s structural risk management program to ensure appropriate measurement and management of asset and liability cash flows in a manner that supports financial margin and treasury risk limits.

The Director is responsible for managing and enhancing CTC’s securitization programs including ongoing participation in the CMHC CMB-MBS programs, and other approved MBS programs, and supporting the development of new funding sources to support CTC’s asset and liability management requirements.


  • Manage daily interest rate setting for deposits sources, and liquidity balances, including forecasting future requirements.
  • Active member of the Asset Liability Capital Committee (ALCO), with direct oversight for the monthly reporting package. Providing recommendations to ALCO with respect to liquidity and interest rate risk management policy matters.
  • Oversees an effective and prudent liquidity risk management program, including developing and implementing an internal liquidity stress testing program at a level commensurate with the size and sophistication of CTC’s growing balance sheet.
  • Recommend, implement and maintain process improvements for all areas of liquidity and interest rate risk management.
  • Responsible for risk measurement and management of mismatch positions, duration, and stress testing of liquidity and interest rate positions, and development and corrective actions plans
  • Active contributor to the development of pricing strategies related to deposit sources that support funding and balance sheet management objectives, and mortgage origination and renewals programs.
  • Support the development of short and long term secured and unsecured funding programs including but not limited to commercial paper and mortgage warehouse programs.
  • Development of treasury strategies for Net Interest Margin optimization including but not limited to interest rate hedge programs and managing interest rate and basis risk volatility.
  • Responsible for liquidity derivative positions and forecasting of risk positions.
  • Work closely with treasury consultants to implement and identify treasury risk management strategies.
  • Oversight for liquidity and interest rate risk related to regulatory returns on a monthly/quarterly basis.
  • Manage CTC’s ongoing participation in Canadian Mortgage and Housing Corporation’s (CMHC) MBS Issuer and CMB Seller programs, and other approved MBS programs.
  • Ongoing support in the implementation of new securitization programs for CTC that are aligned with short and long term strategic objectives.
  • Oversight for securitization related financial and pricing models, developing and monitoring risk reporting, analyzing exposures, P&L modelling, budgeting and variance analysis.
  • Ongoing review and responsibility for providing oversight for OSFI B10 compliance where required.
  • Document and confirm with CTC’s external auditors the accounting treatment of CMB Program and other MBS program transactions to ensure required balance sheet treatment and impact on CTC’s leverage ratio and liquidity coverage ratio.
  • Responsibility for complete ongoing CMB Program risk assessments, establishing appropriate risk metrics and generating relevant risk reporting in conjunction with the Risk Management group.
  • Oversight and development of policy and procedures as required for CTC’s CMB Program and other MBS programs for review and approval by CTC.
  • Oversight and development of CTC’s credit approval mechanisms for the CMB Program and other MBS programs.
  • Oversight and training CTC personnel designated to administer and manage the CMB Program and other MBS programs.

Qualifications Required

  • University degree in Business or Finance; an MBA, CFA, FRM, or CPA designation is preferred.
  • Minimum of 5 to 7 years’ experience within a treasury function in progressively more responsible positions in ‘like’ roles
  • Strong communication skills and the ability to influence
  • Superior knowledge and exposure to financial markets and securitization programs
  • Proven experience effectively executing performance management processes, employee development plans, succession planning and coaching strategies for direct reports.
  • Ability to manage multiple projects simultaneously with varied audiences and needs
  • Sound understanding of risk management.
  • Effective attention to detail and a high degree of accuracy.
  • High level of integrity, confidentiality and accountability.
  • Sound analytical thinking, planning, prioritization and execution skills.
  • Experience creating and managing budgets for a large, distributed organization.
  • Superior knowledge and exposure in development, implementation and ongoing management of liquidity stress testing
  • Proven experience effectively executing performance management processes, employee development plans, succession planning and coaching strategies for direct reports.
